listserv (TM) is a commercial product.  it's available only in binary form
as far as i know and is licensed to your site and by the volume you expect
to handle.  they do have special low-cost versions for non-profits.

i'm sure a major goal of lsoft is to make money selling lots of copies
of listserv.
