More than fair.  I also use "ADMIN" in the subject when making list
policy announcements.  Be glad to not get upset if I fail to use one
and it is missed by one of the archivers human readers.

I have a very long list of policies that my subscribers are supposed
to abide by.  I see no reason why archivers deserve special treatment
over other subscribers.

If archivers want special program treatment, then I want to do the
following:

subscribe to any public list, parse for a "X-no-cert-announcments" phrase
in the intro texts, and if I don't find it, send a copy of all cert
announcments to the list as a service.  Some of them may want these.
It's utterly unrealistic to expect me to devote the human resources
necessary to read the posting policies of all the lists to see if my
post is wanted.  They have to cater to my needs.

This is exactly what archivers are asking for.
