Your terms-of-service message seems to imply that only individuals -- not
businesses -- are allowed to post ads. Posting a URL for your retail business
site *is* advertising. If these folks are just dumping the "ads" as you
describe it seems pretty clear that they're violating your TOS.
My lists have a similar rule and while I'm willing to cut come slack to active
members who also happen to run businesses related to the subject of my lists,
someone who was doing this without making any other contribution to the
community would find themselves on the street in fairly short order.
