Really, the easiest way to do this is to just tell everyone on your list
that it is going to move and that if they still want to be subscribed they
should subscribe to the new list.  The old ISP can just direct the list and
owner-list aliases to the list and owner at the new ISP.  And you can
replace the list description at the old ISP to say that it's moved, and set
subscribe_policy = closed to make sure that nobody signs up to it.
(Redirect their subscriptions to the new list if you like.)

A bit later after most people have switched you can cancel the old ISP.
There will still be some people trying to subscribe at the old address, but
because if the way things tend to stick around on the 'net you just can't
get rid of old information.
