Subject: Fake email - a partial solution?

Hello,

Do any list managers have any comments to the question:

 "Why do dialup internet service providers allow outbound internet access 
  through port 25?" 

Much of the fake email that I see these days comes from dial-up accounts
and is usually passed through an intermediate relay in the hope of hiding
its tracks. If ISPs forced their dialup users to use their proxy SMTP
server(s), by banning connections to port 25 outside of their domain, there
would be fewer routes open to the email forger. Identification of the 
source would also be easier. 

If any ISPs already do this I would be interested to hear their experiences.
