Check out the following Web site. There are links provided there
that will give you much of the information you'll need to start a
mailing list. I hear the guy who put up that site is a really nice
dude and has helped many get a start in managing a mailing list.

After doing your homework, you might write him and tell him
what you want to do, and hopefully he can get you going in
