Well - unless you are writing protocols which will do 
something about Spam, the IETF is probably not the right
forum.  There is a Responsible Use of the Net working group
(co-chaired by Gary Malkin and by myself) which has an
initial draft out called _DON'T SPEW_.

But the IETF is an engineering task force, and not a police force,
so unless you're contemplating an engineering solution
you'll need to address the problem elsewhere.
